The Supervisory Agency for Investment in Energy and Mining (Osinergmin) issued measures related to the marketing of regular and premium fuels in Retail Establishments and Direct Consumers, which will be final as of August 30.
Thus, the regulatory body specified that the nomenclature “gasoline and regular gasohol” corresponds to the product authorized to be stored in gasoline and gasohol storage tanks with a minimum octane rating of 90 octane.
Similarly, the nomenclaturegasoline and premium gasohol” corresponds to the product authorized to be stored in gasoline and gasohol storage tanks with an octane rating equal to or greater than 95 octane.
In this line, Osinergmin informs that gasoline and gasohol 84 tanks must run out of stock until August 29, 2022. In the case of gasoline tanks 84 that will store gasohol, the owner must carry out the corresponding cleaning prior to loading the new product and submit the request for data modification in the Hydrocarbons Registry.
Regular and premium sales only
In the case of Public Sales Establishments and Direct Consumers authorized to purchase and store gasoline and gasohol; As of July 1, 2022, at 00:00 hours, Osinergmin configures the new names of Regular and Premium gasoline and gasohol in the Order Control (SCOP), in addition to those already authorized.
“Once regular gasoline and gasohol is purchased through the SCOP, 84 and 90 octane gasoline and gasohol are deactivated; Likewise, once Premium gasoline and gasohol are purchased, 95, 97 and 98 octane gasoline and gasohol are deactivated”, refers to the resolution of the Board of Directors No. 133-2022-OS/CD.
Finally, as of July 31, 2022, no Retail Establishment or Direct Consumer will have gasoline or gasohol identified by octane number configured in the SCOP.
“Order orders for gasoline and gasohol identified by octane, managed by Retail Establishments, which at 00:00 on July 31, 2022 are in the SCOP in requested status, will be automatically canceled by the system.”, stressed Osinergmin.
It should be noted that the Public Sales Establishments and Direct Consumers located in the departments of Amazonas, Loreto, Madre de Dios and San Martín, authorized to acquire and store 84 octane gasoline, maintain the configuration in the SCOP to acquire said product until 30 June 2023.
The Wholesale Distributors, as of July 31, 2022, will only record and publish the prices of regular and premium gasoline and gasohol, with the exception of the 84 octane gasoline product that is marketed to taps located in Amazonas, Loreto, Madre de Dios. and San Martín and is authorized in the Registration Sheet.
The Public Sales Establishments, as of August 30, 2022, will only record and publish the prices of the denominations of regular and premium gasoline and gasohol.
Regular and premium: inventory control
On the other hand, Osinergmin pointed out that the owners of the taps must keep a Fuel Inventory Record (RIC) in a notebook or book, size A4, for each product that the establishment commercializes, for each Regular and Premium gasoline and gasohol that they sell or sell. commercialize, from the moment they begin to commercialize said products.
In addition, the premises that, prior to the 60-day period established in the standard, register in the Price system or advertise in their establishment the marketing to the end user of regular and premium gasoline and gasohol, must comply with the provisions of Ministerial Resolution No. 469-2021-MINEM/DM in relation to the quality of gasoline and Regular and Premium Gasohol, for which Osinergmin may carry out control actions.
