The world order emerged from Second World War this “at the edge of collapse” due to several conflicts and the unregulated use of artificial intelligence, Amnesty International warned on Wednesday in its annual report on human rights.
““Everything we have seen in the last 12 months indicates that the global international system is on the brink of collapse,” Agnes Callamard told AFP, coinciding with the publication of the report “The situation of human rights in the world.”

In response, Israel launched an air and ground offensive that has already left 34,183 dead in Gaza, according to the Ministry of Health of this territory, governed by Hamas since 2007.
Callamard stated that international institutions “Those who should act are failing us” and wondered if the postwar “never again” ideals, which drove the creation of these organizations, “they still exist.”
The NGO noted that Hamas committed ““horrible crimes” in communities near Gaza, but that Israel responded with “a campaign of collective punishment.”
In the preface to the report, Callamard stated that “For millions of people around the world, Gaza now symbolizes the utter moral failure of many of the architects of the post-World War II system.”
Others “powerful actors”, among them Russia and China, there are also “demonstrating their willingness to jeopardize the entire rule-based order of 1948”when the UN adopted the Universal Declaration of Human Rights, he warned.
The report documents “the flagrant violation of regulations by Russian forces during their continued large-scale invasion of Ukraine (…) and the use of torture or other ill-treatment against prisoners of war.”
The NGO also accuses China of acting against international law, by “protect the Burma army” despite their attacks against civilians.
The rise of Artificial Intelligence (AI) in 2023 is also a cause for concern, for “allow the widespread erosion of rights (…), perpetuate racist policies and spread false information”indicates the report.
The NGO accused several technology companies of ignoring or minimizing these threats, “even in contexts of armed conflict.”
Callamard asked governments “take legislative and regulatory measures (…) to address the risks and harms caused by AI technologies (…)”.
