Government will not apply provisional safeguards to imported clothing

The Executive’s Multisectoral Commission – made up of the Ministry of Economy (MEF), the Ministry of Foreign Trade and Tourism (Mincetur) and the Ministry of Production (Produce) – decided not to apply provisional safeguards to imported clothing.

This decision comes despite the fact that the Indecopi Commission on Dumping, Subsidies and Elimination of Non-Tariff Trade Barriers recommended the execution of this measure to protect the national industry from unfair competition.

It is worth emphasizing, as this newspaper has been able to collect on more than one occasion, that imported garments enter the Peruvian market at a much lower price compared to the cost of production for mypes, and despite the stoppage of activities at the beginning of the pandemic, no they stopped saturating the local square.

According to Supreme Decree No. 006-2022-MINCETUR published this Saturday in El Peruano, Indecopi’s preliminary report “has not taken into consideration the breadth and heterogeneity of the product under investigation for the determination of the product under consideration and/or similar” nor “the existence of a significant group of tariff subheadings that do not present an increase in such quantity and conditions such that they cause serious damage to the domestic industry”. In addition, they question that the measure only applies to some products.

In this sense, the Multisectoral Commission points out that the decision made now will not affect the final decision that is adopted once Indecopi issues the final technical report.
