Executive would apply preliminary safeguard to clothing imports, according to Adex

The Multisectoral Commission of the Executive, made up of the Ministry of Economy and Finance (MEF), the Ministry of Foreign Trade and Tourism (Mincetur) and the Ministry of Production (Produce), would impose a preliminary safeguard on imports of clothing, according to the Association of Exporters of Peru (Adex).

According to the business association, this measure would be available while the investigation process of the Commission of Dumping, Subsidies and Elimination of Non-Tariff Trade Barriers of Indecopi lasts in terms of safeguards to imports of clothing under 284 tariff subheadings of chapters 61, 62 and 63 of the Customs Tariff, by verifying the existence of reasonable indications of a significant increase in imports of said products that could cause serious damage to the national industry.

Safeguard measures are a protection mechanism that member countries of the World Trade Organization (WTO), of which Peru is a member, can impose on their territories in the face of a massive increase in imports that cause or threaten to cause serious damage to the national industry.

However, Adex points out that “the imposition of anti-technical measures will endanger Peruvian exports, which generate more than 3.8 million direct, indirect and induced jobs, by exposing them to retaliatory measures by the trading partners affected by the safeguard that will prevent their entry; It also exposes the Peru to international demands, also affecting its already deteriorated image due to the crisis and political instability”.
