Peru's cabinet under President Keiko Fujimori met on Tuesday to debate an emergency decree mitigating severe torrential rains caused by the El Niño weather phenomenon.
The proposed emergency measure is being drafted and led by the Ministry of Agricultural Development and Irrigation. Under Fujimori's Fuerza Popular administration, the agricultural portfolio is headed by Minister Marco Antonio Vinelli.
The legislative debate comes more than 20 days after the Fuerza Popular party officially assumed control of the Peruvian government. Executive ministers convened to outline swift public works and mitigation projects designed to reduce infrastructure damage as weather conditions deteriorate.
The Council of Ministers serves as Peru's executive cabinet, responsible for advising the presidency and implementing national policy during emergencies. The agricultural ministry plays a crucial role in disaster mitigation, overseeing water management, rural infrastructure, and riverbank reinforcements during flood events.
Disaster response in Villa El Salvador
Earlier on Tuesday, August 18, President Fujimori inspected storm damage in Villa El Salvador, a southern district of the capital city of Lima that experienced heavy rainfall over the weekend. Fujimori evaluated the district's vulnerability as municipal teams surveyed residential areas at risk of further downpours.
Speaking during her site visit, Fujimori warned that the situation would become far more severe when full torrential rains associated with El Niño reach the coastal regions. She said she had coordinated directly with her prime minister to prepare emergency documentation for immediate execution.
Fujimori indicated that the administration intended to declare a formal state of emergency across all affected districts and regions by Tuesday evening. She explained that several legal administrative documents were being processed to activate national relief resources and emergency funding overnight.
Threat of the El Nino phenomenon
El Niño is a recurring climate pattern driven by abnormal ocean warming in the equatorial Pacific, which frequently triggers extreme weather along the western coast of South America. In Peru, the phenomenon often leads to severe river flooding, mudslides, and massive destruction of agricultural land.
