The Government of Navarra has approved this Wednesday the preliminary draft of budgets of Navarra by 2022, which will have a total of € 5,273 million, 8.27% more than the previous year, and which foresees a non-financial expense ceiling of 4,767 million euros.

The Minister of Economy and Finance, Elma Saiz, has presented the general lines of the draft after the usual government session. Saiz has described the project as “people’s budgets”, since 54.18% is allocated to the social area, with special attention to Health, Education and Social Rights.

The approval of the preliminary project comes after the Regional Executive and EH Bildu reached a “partial agreement” yesterday which, without materializing in any signed document, leads to a foreseeable agreement for the budgets of Navarra for next year. In this way, the Government of Chivite would obtain for the third consecutive year the majority necessary to carry out the accounts, with the only opposition from Navarra Suma.

The Minister of Economy and Finance has stressed that the accounts “are the necessary and essential base for economic recovery “and respond to a” rigorous, responsible and intense work “by all executive departments and the” important negotiation “with the forces that have wanted to be” proactive. “In this sense, he stressed that the The Government of Navarra has “built bridges to the two opposition parties, although only one has wanted to participate”, referring to EH Bildu (Navarra Suma was only in the first round of contacts).

“This training and the Government of Navarra have reached certain consensuses When it comes to reinforcing some lines of action that this Government already marked as important and in this line, agreements have been reached on Territorial Cohesion, Health, Social Rights or Education that redound in this search for the necessary stability, “he stressed.

Thus, as the counselor has advanced, it has been agreed to “reinforce” equality policies, the free 0-3 year cycle, the promotion of the teaching of Basque to adults or psychological care in primary care. However, Saiz did not want to detail the amount what these agreements entail, since they are a “partial and preliminary” agreement, and he has stressed that this project, “like all agreements, will be published and exposed in detail.”

Social Rights, Education and Health, as axes

The departments of Health, Education and Social Rights will receive most of the expenditure. In health matters, the year 2022 will be marked “by the transition between what has been a Covid year and what is expected not to be, depending on the evolution of the pandemic”, although the cost related to the covid-19 it still stands. Primary Care will be promoted, both in terms of personnel and infrastructures.

As to Social rights, “the services and benefits in terms of care for dependency, disability and mental illness will be expanded and improved, promoting a change of model, continuing to develop the new Employment Plan and the Active Employment Policies Plan, reinforcing social protection and fight against poverty, and a very important boost to working conditions in sectors such as disability, social inclusion and residential centers “.

The Department of Education, with an increase of 7.5%, the objective is set for the next 2022 to move towards free admission in the 0-3 year cycle and the consequent increase in enrollment in it, something that will be done with the support provided by the European funds MRR.

Likewise, town halls and councils will have more than 271 million to finance the services they provide to citizens and their operation, an additional 16 million. The Government of Navarra recalls that in 2022 a new municipal financing model will be implemented.
