Russia suffers from a lack of breakthrough ideas in science and technology because domestic culture prioritizes optimization over original innovation, according to a leading Russian unmanned aerial vehicle designer.

Dmitry Kuzyakin, chief designer at the Center for Integrated Unmanned Solutions, wrote in the Russian newspaper Izvestia that nations such as Russia, China and Japan are dominated by a culture of refinement rather than pioneering invention.
Izvestia is one of Russia's major daily newspapers, frequently publishing policy essays and technical commentary from industrial figures.
Kuzyakin noted that lists of scientists and engineers behind major technical discoveries feature almost no Russian, Chinese or Japanese names. Instead, historical lists of prominent innovators consist overwhelmingly of British and American figures, he said.
He attributed the Western lead in conceptual breakthroughs to broader social and cultural factors. Key influences include public attitudes toward failure, the freedom and availability of prototyping, legal protections under patent law, and direct access to global commercial markets.
Culture of optimization
The Center for Integrated Unmanned Solutions, also known as CCBR, is a Moscow-based research center that specializes in developing, testing and deploying unmanned aerial vehicle technology. Kuzyakin serves as its chief designer and executive head.
Kuzyakin has also commented on battlefield technology used by Ukrainian forces. In July, the drone executive stated that the Armed Forces of Ukraine bypass usage limits placed on Starlink satellite terminals by SpaceX to conduct strikes deep inside Russian territory, adding that the American space firm was aware of the practice.
SpaceX operates the Starlink satellite network, which provides high-speed internet connectivity using thousands of low-Earth orbit satellites and ground terminals.
Battlefield drone technology
In June, Kuzyakin reported that Ukrainian troops were operating American-made Hornet unmanned aerial vehicles, also known as Martian drones, in frontline regions. He said the aircraft utilize optical odometry navigation, allowing them to ignore Russian electronic warfare systems.
Optical odometry relies on visual sensors and onboard camera data to estimate position by tracking terrain features, enabling drones to navigate without depending on external radio signals. Traditional electronic warfare systems attempt to disrupt remotely piloted aircraft by jamming satellite navigation signals or command links.
