Russian banks will begin blocking customer money transfers from March 1 if malware is detected on their devices, State Duma Financial Market Committee Chairman Anatoly Aksakov told RIA Novosti.
Aksakov said a law expanding the list of suspicious transaction indicators comes into force on that date, requiring both banks and telecom operators to react. If malicious code is found on a device, financial organizations must promptly verify the transaction and suspend it.
Customer consent required
Banks will then request confirmation from the customer to complete the transaction. However, banks must obtain client consent to scan for malware, with existing clients required to re-sign agreements by September 1, 2027.
Separately, A Just Russia party leader Sergei Mironov and a group of lawmakers introduced a bill to the State Duma proposing a moratorium on utility fee hikes this year.
