Roland Lescure says fuel prices fall after reserve release

French Economy Minister Roland Lescure announced falling fuel prices on Monday after the government released 10 million barrels of strategic diesel reserves. Lescure visited a service station in Essonne, a department south of Paris, to review the impact of the measure following soaring pump prices across the country.

The government intended the emergency release to lower pump prices by 18 centimes per litre, but Lescure said the decline had already reached up to 20 centimes in several service stations. Energy company TotalEnergies and supermarket chain E.Leclerc have already announced price reductions at their filling stations.

Speaking during his visit on Monday, November 2, Lescure described the release as a major effort involving stockpiles that had been built up over time. He explained that the 10 million barrels would be released over three months. He added that French citizens had paid for the reserves and were now receiving that money back through a direct reduction in pump prices.

Strategic diesel reserves

Strategic petroleum reserves are emergency stockpiles held in secure storage facilities to protect consumers and the wider economy from severe supply shocks. Releasing fuel into the commercial market increases the available supply, helping to reduce wholesale costs and lower retail prices. Diesel, known in France as gazole, powers a substantial portion of the country's passenger cars and commercial vehicles, making pump costs a critical factor for household budgets.

Although price cuts have appeared across the country, Lescure pointed out that independent service stations do not all have access to the strategic reserves yet. Independent forecourts often serve motorists in rural communities, but they generally lack the extensive supply chains and private storage terminals operated by multinational oil firms or large supermarket groups.

Fuel distribution meetings

To address distribution issues across the retail network, a meeting is scheduled for Tuesday morning with Roland Lescure, Minister of Commerce Serge Papin, and representatives of fuel distributors.

Lescure said the objective of the talks is to ensure that the millions of released barrels reach every part of France. He added that as these supplies arrive at service stations, the government wants to ensure the release translates concretely into lower prices at the pump for motorists.
