Anton Nemkin, a member of the State Duma Committee on Information Policy, warned that scammers are creating fake Central Bank of Russia websites.

Nemkin, who is also the federal coordinator of the Digital Russia project, told RIA Novosti that the scammers use official branding, similar design, and persuasive wording. He said the attackers seek to create the impression that citizens are interacting with the official state regulator.

Fake loan cancellation scheme

The fraudulent sites aim to convince visitors that unauthorized loans have already been issued in their name and must be canceled quickly, Nemkin said. To resolve the issue, the platforms instruct users to apply for new loans at various banks under the pretense of stopping criminals or protecting their money, though all funds ultimately end up with the fraudsters.

Separately, the Ministry of Internal Affairs of Russia previously reported that scammers have started offering 18-year-old Russians services to re-register their mobile phone numbers.
