Midagri: who is Jenny Patricia Ocampo, the new Minister of Agrarian Development and Irrigation?

On the night of Tuesday, September 13, the President of the Republic, Pedro Castillo, swore in Jenny Patricia Ocampo Escalante as the new head of the Ministry of Agrarian Development and Irrigation (Midagri).

Thus, Ocampo Escalante becomes the sixth Midagri holder since the beginning of the Castillo government. She will replace Andrés Alencastre, who presented his resignation after several questions about the new failure of the international urea tender to save the current agricultural campaign.

Who is the new minister Jenny Patricia Ocampo?

Jenny Patricia Ocampo Escalante is from Trujillo (La Libertad). She is an agricultural engineer with a specialization in Agricultural Economics, Plant Health and Agricultural Production from the Pedro Ruiz Gallo National University. Likewise, she studied a master’s degree in Public Management at the César Vallejo University.

The new Minister of Agrarian Development and Irrigation served as general director of the Directorate of Artisanal Fishing of the Ministry of Production (Produce) and manager of Productive Development of the Regional Government of Lambayeque.

Ocampo has also been a consultant for Midagri and has worked in the sector in public and private entities, such as Sierra y Selva Exportadora, Chamber of Commerce and Production of Lambayeque, among others.

In addition, he was part of the United Nations World Food and Agriculture Organization (FAO) and a regional specialist in organic agriculture, to strengthen the productive chains financed by the United Nations Joint Program in Peasant Communities, managing to consolidate traditional products, among other functions.

What are the challenges that the new head of Midagri will have to take on?

Midagri is in the eye of the storm after failing in three international bidding processes for urea to save the current agricultural campaign. Since May, the month in which the purchase of more than 65,000 tons of fertilizer was announced, the acquisition could not be finalized, since the Comptroller’s Office made various observations that annulled the elections. And, in the last process, when the Italian company Unios Sped was finally chosen, said company presented its express resignation to supply the fertilizer to Peru.

Faced with this failure, Midagri ordered the delivery of a bonus of up to S/ 7,447 so that farmers with up to 10 hectares can buy the fertilizer. This measure, called Fertiabono, should start this Friday, September 16, as announced by former minister Andrés Alencastre.

However, from the unions, there were various claims for the management of the registry of beneficiary producers, which would not reflect the true reality of the sector. Given this, Midagri assured that it would work in alliance with the irrigation user boards.
