Spanish political party Sumar has filed a dossier with consumer authorities over alleged Israel links to FlyYo, the operator for new brand Fly2Galicia. Sumar Galicia submitted the documentation to the Ministry of Social Rights, Consumer Affairs and Agenda 2030 on Friday, demanding an investigation into the newly formed regional flight service.

Fly2Galicia has not yet begun flights but is scheduled to launch operations on 1 December from Santiago de Compostela, offering 17 weekly frequencies across eight European destinations. Although marketed as a new regional airline, the service operates purely as a commercial brand, outsourcing all flights to Romanian carrier FlyYo through a wet lease charter agreement.



Sumar confirmed it is submitting its findings directly to Consumer Affairs Minister Pablo Bustinduy. Bustinduy has called a media briefing for Monday in Vigo during an official visit to the local university campus, where the department will be asked to determine whether consumers are receiving full legal guarantees and clear information before purchasing tickets.

Paulo Carlos López, the general secretary of Sumar in Galicia, said that tickets are already being sold and customers are handing over money for flights several months in advance. López warned that the situation creates serious consumer rights and safety concerns for travelers in Spain.

López explained, according to news agency Europa Press, that consumer officials must check whether ticket buyers understand exactly who they are contracting with, which entity holds commercial liability, who actually operates the aircraft, and what guarantees exist if a flight is canceled or breached.

Allegations over Gaza transport flights

The dossier compiled by Sumar alleges that Romanian operator FlyYo took part in transferring Palestinian citizens out of Gaza. Following the report, the political formation demanded urgent public explanations from both Fly2Galicia and the regional government, the Xunta de Galicia.

Opposition party Bloque Nacionalista Galego has also intervened, requesting that Spain's Ministry of Transport and airport operator AENA deny flight permits and slots to the airline if the alleged involvement in Gaza transfers is confirmed.

Santiago de Compostela City Council responded to the controversy by confirming in a written statement to the media that local officials had no contact with FlyYo or any other provider connected to Fly2Galicia. The local executive added that the municipality remains committed to peace, human rights, and ending the suffering of the Palestinian people.

Corporate structure and wet lease contract

The controversy surrounds the commercial model behind Fly2Galicia. According to the general terms of transport published on the company website, flights sold under the brand are marketed by Aviation & Mobility Services Group, a firm incorporated on 26 January with a share capital of just one euro.

Aviation & Mobility Services Group is registered at Plaza de la Quintana in Santiago de Compostela under travel agency activities. Business owner Gueorgui Iavorov Popov, the primary promoter of the Fly2Galicia initiative, serves as the company's sole administrator and owner.

Under its terms, Fly2Galicia states that it reserves the right to contract authorized air carriers to fulfill flights. When FlyYo operates a flight, the Romanian airline acts as the effective carrier, subjecting passengers to FlyYo's own general transport conditions and the underlying charter contract.

In aviation, a wet lease arrangement involves an overall charter agreement where the operating airline supplies the aircraft, complete flight and cabin crew, technical maintenance, and insurance coverage. Fly2Galicia acts solely as the ticket broker while FlyYo holds full operational control of the aircraft.
