The western Ukrainian city of Lviv has picked a new contractor to finish building its long-delayed municipal waste processing plant, according to data published in Ukraine's Prozorro state procurement system.
Rivne-based construction company Si Es Hrup Montazh was the only participant in the tender. The expected cost of the remaining work was estimated at more than 95.53 million hryvnias, but the firm agreed to carry it out for 92.68 million hryvnias.
The winning bidder is required to complete construction by July 1, 2027. A contract between the customer, municipal utility LKP Zelene Misto, and the contractor has not yet been signed.
Previous contractor dropped
The plant's construction has already gone through one major setback. In March 2026, Lviv terminated its contract with the previous contractor, Polish company Control Process, citing what it described as systematic failure to fulfil its obligations.
Control Process rejected the accusation, saying Lviv itself was responsible for the breakdown. The Polish company argued that construction delays had dragged on for several years solely because of actions taken by Lviv city council and the Zelene Misto utility.
A project years in the making
Work on the waste processing plant began in September 2021. The project is valued at 35 million euros and is being financed through the European Bank for Reconstruction and Development, international donors and the budget of the Lviv city community.
The European Bank for Reconstruction and Development, headquartered in London, funds infrastructure and development projects across emerging economies, including Ukraine, and has backed numerous municipal projects in the country since Russia's full-scale invasion.
Location and capacity
The plant is being built on the northeastern outskirts of Lviv, at 13 Plastova Street, next to the city's wastewater treatment facilities.
Once complete, it will be able to process 250,000 tonnes of waste a year, matching the volume of waste currently collected in Lviv. Its capacity could be expanded further if needed.
Beyond sorting waste, the facility is also designed to produce solid recovered fuel, known as RDF, a fuel manufactured from processed municipal waste that can be burned as an alternative to coal or other fossil fuels in industrial furnaces.
