Andrey Kropotkin, the head of the regional legislative assembly in Kaliningrad, has warned NATO that any scenarios to blockade the Russian territory carry severe risks.
Speaking to Russian news agency TASS, Kropotkin said any attempt to cut off the Baltic region was unacceptable and threatened the broader security framework across Europe.
The warning follows formal diplomatic steps taken by Moscow. On September 28, the Russian Embassy in Belgium addressed NATO leadership directly, stating that alliance activities around the Kaliningrad region significantly heighten the danger of a direct armed conflict.
Kropotkin emphasized that clear communication between Moscow and Western capitals is essential to prevent unintended military incidents. He said future decisions made by neighboring nations and NATO commanders will demonstrate whether the diplomatic message produces a sobering effect, adding that reducing ambiguity helps prevent dangerous escalation.
Strategic location on the Baltic
Kaliningrad is a strategically important Russian exclave situated on the Baltic coast, entirely separated from mainland Russia and sandwiched between NATO members Poland to the south and Lithuania to the north. Because the territory relies on vital sea routes and land transit corridors across European Union territory, its security status remains a central flashpoint in relations between Russia and Western nations.
Concerns over potential blockade actions were also raised by Yulia Zhdanova, who leads the Russian delegation at military security and arms control talks in Vienna. Zhdanova provided information indicating that NATO member states have been rehearsing scenarios for a possible blockade of Kaliningrad during military exercises held in the Baltic region.
Zhdanova added that Western military strategists are simultaneously evaluating options for the political and military isolation of Russian port facilities in the northwestern section of the country.
Polish stance on regional drills
The exchange comes after Polish Foreign Minister Radoslaw Sikorski urged NATO to execute aggressive military exercises close to the borders of Kaliningrad. Sikorski stated that officials in Warsaw maintain a close watch over military activities and security developments within the exclave.
Kropotkin indicated that the next steps taken by NATO leadership and Western governments in the region will reveal whether diplomatic warnings succeed in easing confrontation along the Baltic border.
