Greek Army Clothing Tender Under Scrutiny Over 2m Euro Deal

A 2 million euro tender for Greek Army khaki uniforms has come under intense scrutiny following revelations regarding a scheme to cancel the contract and redirect manufacturing to a small knitting workshop in Chalandri.

The procurement controversy, first reported by Greek news portal iEidiseis, centers on an unnamed business group previously connected to operations at the port of Elefsina. The commercial entity sought to alter contract terms after failing to win the original bidding process.

Under the revised proposal, the assembly of military uniforms was originally intended to take place in Bangladesh. The group sought to present a domestic alternative by transferring the work to Greece, contracting a local workshop in Chalandri, a municipality in northern Athens that primarily manufactures medical gowns.

Contractor Experience And Financial Records

Official records from the Greek Public Procurement Register show that the Chalandri facility has spent the past four years sewing and repairing medical blouses for nine public hospitals. Total payments to the firm across those four years reached just 52,385.09 euros.

The vast gap between the workshop's past hospital orders and the 2 million euro military contract has prompted questions regarding whether the firm possesses the technical and financial guarantees required for large scale army supply execution.

Military Approval And Legal Risks

The critical question of execution guarantees was overlooked by Division C of the Procurement Directorate under the Supreme Military Support Command, which oversees military tender compliance. On June 2, 2026, a brigadier general signed the formal acceptance of the business group's request.

The military sign-off occurred despite strict scheduling deadlines facing the defense establishment. The Greek armed forces must secure uniform deliveries to avoid running out of khaki attire by 2028.

Defense analysts note that if the Hellenic Army General Staff moves to cancel the existing tender, the original lowest bidder is expected to launch legal challenges in court. Such litigation would delay uniform deliveries by more than two years.

Documentary Evidence Refutes Denial

Following the initial report by iEidiseis, military leadership issued statements denying that the business group was involved in the uniform procurement process.

However, those denials were contradicted by an official document from the Supreme Military Command published online on June 5, 2026. The document explicitly named the business group and detailed its strategy to modify tender terms to secure the manufacturing work for the Chalandri facility.
