Greek pharmaceutical company ELPEN has launched the Athens LifeTech Park, an 80 million euro biotechnology facility in Spata, Attica. The project represents the first integrated biotechnology hub constructed in Southeastern Europe.
Funding for the park includes 72 million euros provided directly from ELPEN equity capital, alongside 8 million euros delivered through Greek state investment incentives and government grants. The Spata site forms a core component of ELPEN's wider 380 million euro investment plan running through 2030.
ELPEN is one of the oldest domestic pharmaceutical producers in Greece, having been founded in 1965. Spata, located in the East Attica region near Athens International Airport, provides a strategic location for export operations and scientific logistics. The company currently exports products to more than 90 countries worldwide and reinvests more than 15 percent of its annual turnover into research and development.
Prime minister inspects new facility at official opening
The official completion of the investment was marked by a site visit by Greek Prime Minister Kyriakos Mitsotakis. The Prime Minister toured the new facilities alongside senior government ministers and leaders from the international investment, pharmaceutical, technology, and scientific sectors.

Speaking at the facility, Mitsotakis said that Athens LifeTech Park was not merely an attractive location for company preclinical research, but also a dedicated reception space for startup enterprises and a conference centre. He described the site as a vision of the future and a bridge connecting Greece with the Greek scientific diaspora.
The Prime Minister added that the park would help establish a dynamic biotechnology ecosystem at the forefront of innovation while offering new professional opportunities. He noted that the project reflected the substantial progress achieved by Greece and praised ELPEN investors for completing an impressive landmark project.
The official ceremony was attended by Education, Religious Affairs and Sports Minister Sofia Zacharaki, Health Minister Adonis Georgiadis, and Development Minister Panagiotis Theodorikakos. Alternate Health Minister Eirini Agapidaki, Deputy Health Minister Marios Themistokleous, Deputy Development Ministers Stavros Kalafatis and Lazaros Tsavdaridis, and Attica Regional Governor Nikos Hardalias were also present.
Corporate risk and six decades of domestic investment
ELPEN Chief Executive Officer Theodoros Tryfon, who also serves as president of the Panhellenic Association of Pharmaceutical Industries, addressed the strategic commitment behind the project. Tryfon said that ELPEN had chosen for over 60 years to manufacture, generate employment, and conduct scientific research within Greece, even during the country's most challenging economic periods.

Tryfon stated that the creation of Athens LifeTech Park represented the latest outcome of that corporate strategy, calling it one of the largest financial risks the firm had ever undertaken. He explained that ELPEN invested 80 million euros because management believed Greece could successfully transition from a strong manufacturing base into an active contributor to global research, development, and biotechnology innovation.
To sustain such a transition, Tryfon stressed the need for consistent, long-term state policy and a business environment that rewards productive investment and risk-taking. He added that the facility aimed to create well-paid jobs and career opportunities for young scientists, encouraging skilled professionals to remain in or return to Greece.
The initiative directly addresses the phenomenon of brain drain that affected Greece during the economic downturn of the previous decade, when thousands of medical, scientific, and technical graduates sought employment abroad. By offering state-of-the-art laboratory facilities and competitive salaries, domestic pharmaceutical leaders aim to repatriate talent.
Addressing structural gaps in Greek biotechnology
Eleni Pentafragka, Chief Executive Officer of Athens LifeTech Park and Chief Strategy Officer of ELPEN, outlined the initial planning process behind the facility. Pentafragka said that Greece possessed outstanding scientific personnel and a robust pharmaceutical foundation, but lacked the infrastructure needed to translate academic findings into commercial biotech innovation.

Pentafragka noted that during the design phase, planners identified three critical missing elements in the domestic market: specialized scientific infrastructure, access to high-risk venture capital, and a unified ecosystem linking research institutions with entrepreneurs, industrial partners, and investors. She said the park was built as a practical response to these gaps to turn research into concrete patient therapies.
The park operates under the leadership of Board of Directors Chairman Dr Kleanthis Xanthopoulos and Chief Executive Officer Eleni Pentafragka. The leadership team aims to turn the Spata site into an internationally recognized life sciences innovation hub based in Greece, driving drug discovery and development through scientific collaboration and excellence.
Operational structure across three functional pillars
Athens LifeTech Park operates across three primary functional pillars designed to support companies at various stages of development. The first pillar is a Biotech Incubator, which provides early-stage biotechnology start-ups with specialized laboratory space, advanced equipment, technical expertise, and an established partner network.
The second pillar consists of a Preclinical and Clinical Contract Research Organisation (CRO). This division offers dedicated contract research services for pharmaceutical and biotech firms operating both within Greece and across international markets.

Contract Research Organisations play a vital role in global drug development by conducting standardized preclinical testing, animal studies, and clinical trials on behalf of pharmaceutical sponsors. Providing these services domestically allows Greek and foreign biotechnology firms to validate new drug candidates without investing in private testing facilities.
The third pillar features an Education and Conference Centre. This unit is dedicated to professional training, scientific knowledge exchange, and community building to foster collaboration across the regional life sciences sector.
Economic footprint and future growth prospects
The operation of Athens LifeTech Park is expected to generate numerous highly skilled scientific and technical positions in East Attica. Beyond direct employment, the facility is designed to attract international research and development firms as well as institutional venture capital to the region.
Government and industry leaders expect the park to enhance Greece's standing as an emerging destination for life sciences research. By connecting local laboratories with international investors, the project creates new pathways for Greek researchers while establishing durable working ties with the global Greek scientific diaspora.
The completion of the Spata facility marks the first milestone in ELPEN's multi-year investment roadmap. As the company rolls out its broader 380 million euro capital allocation plan through 2030, the Athens LifeTech Park will serve as the anchor site for expanding Greek pharmaceutical research and high-value exports across European and global markets.
