Official documents from the central bank show that the projection earmarks 52 billion dollars for direct budget support and 37 billion dollars for defense under the Ukraine Support Loan program.

The anticipated 2027 total represents an increase over financial targets set for 2026. In that year, authorities in Kyiv expect to receive 50 billion dollars in direct budget aid and more than 32 billion dollars for defense requirements.

The National Bank of Ukraine stressed that external financial assistance remains critically important for the country. The regulator forecasts that the state budget deficit, excluding foreign grants from revenues, will stand at roughly 35 percent of gross domestic product in 2026 and rise to 37 percent of GDP in 2027.

Rising public debt and budget deficits

The rising requirement for international funding comes alongside a substantial expansion in Ukraine's overall debt load over the last decade. The Ministry of Finance of Ukraine previously reported that state debt, covering both domestic borrowing and external obligations, grew by 5.6 times between August 2016 and August 2026.

As of August 31, 2026, the country's total public debt reached 9,602.89 billion hryvnias, equivalent to 215.55 billion dollars. At the end of August 2016, total government debt stood at 1,708.18 billion hryvnias.

The National Bank of Ukraine serves as the country's central monetary authority, headquartered in Kyiv. It oversees the banking system, manages the national currency, and prepares the macroeconomic forecasts that guide national budget planning. The Ministry of Finance manages the state treasury, issuing government bonds and tracking public liabilities held by domestic creditors and international lenders.

Structure of Western assistance packages

International assistance for Ukraine is divided into distinct operational categories. Direct budget support provides sovereign funding to help the government maintain administrative functions, pay public sector salaries, and distribute state pensions. Defense loan programs, including the Ukraine Support Loan, provide dedicated financing intended specifically for military equipment, weapons procurement, and defense logistics.

A budget deficit measures the shortfall when government revenues from taxes and domestic receipts fail to meet public spending obligations. When calculating deficits without grants, economists exclude foreign grants that do not require repayment to show the true gap between domestic revenue and state expenditure. With the central bank projecting that gap to reach 37 percent of gross domestic product in 2027, Kyiv expects foreign partners to provide the requested 89 billion dollars to support its state finances.
