Information Society launches €35m Greek work card tender

Information Society, the Greek state digital procurement agency, has launched an international tender worth approximately 35 million euros to introduce the digital work card across Greece's public sector.

Bidders face a fast-tracked submission deadline of November 30 for the contract, officially titled the Development and Installation of Digital Infrastructure for the Operation of the Work Card System in the Public Sector.

Information Society announced that the contract will be awarded through an open electronic international competition for tenders above European Union spending thresholds. Officials will select the winning bid based on the most economically advantageous offer determined by the best price to quality ratio.

Funding for the 35 million euro project will be drawn entirely from Greece's regular national budget rather than the European Union Recovery and Resilience Facility. The government noted that the country's digital transformation remains an ongoing process that will continue independently of expiring European post-pandemic recovery funding.

Digital work card rollout

The digital work card is an electronic attendance tracking mechanism created to record employee working hours in real time. Under Greek labour regulations, staff log their arrivals and departures digitally, with records uploaded directly to the state ERGANI labour information system to verify working schedules, rest breaks, and overtime claims.

While Greece has already phased the system into private sector industries such as retail, banking, and manufacturing, the new procurement represents the first major push to extend digital attendance infrastructure across government ministries and public administration offices.

Contractors will be responsible for developing software tools, supplying hardware terminals, and integrating workplace card readers with civil service personnel databases to track daily public sector staffing levels automatically.

Information Society procurement role

Information Society operates as the central executive procurement body under the Ministry of Digital Governance. The state agency plans and supervises key strategic information technology programmes across Greece, managing tenders for administrative digitisation, judicial automation, and public health systems.

Because the project value exceeds European Union procurement thresholds, the tender is published internationally to ensure cross-border bidding transparency across member states. The accelerated timetable requires interested technology contractors to submit formal documentation before the end of November.

Once the submission window closes on November 30, evaluation committees will review the competing technical architectures and pricing proposals before awarding the infrastructure contract.
