Greek real estate services have hit multiple beach businesses across Rhodes, Kavala, and Skiathos with fines and closure orders following intensive coastal inspections.
The enforcement actions target commercial operators operating unlawfully on public seashores and beachfronts without valid lease agreements or official concessions.
According to the Ministry of Economy and Finance, authorities stepped up audits during the peak summer holiday season to catch violators quickly and enforce statutory penalties. State inspectors conducted targeted checks in several coastal areas across the country before issuing financial penalties and ordering immediate business shutdowns.
Heavy Fines on Rhodes
On the island of Rhodes, the First Real Estate Service of the Dodecanese issued a sealing order and imposed a fine of 174,000 euros on five canteens operating at Tsambika beach.
Inspectors also targeted a commercial operation at Anthony Quinn Bay in Faliraki following a formal complaint submitted by a collective organization on July 28. The Real Estate Service received the filing on July 29 under incoming document number 104877 and launched an initial on-site inspection on July 30, followed by a second inspection on August 7.
Following the two inspections, officials issued audit reports on August 14 and imposed administrative measures on the enterprise, ordering an immediate removal order and a sealing order. The agency also fined the business 37,000 euros for violating legislation that protects public beach space and for arbitrarily occupying coastal land without a legal concession contract.
Sanctions in Kavala and Skiathos
In northern Greece, an audit conducted by the Kavala Real Estate Service identified a business operating on the waterfront without a lease contract. Authorities fined the enterprise 28,889 euros and issued an immediate administrative removal order.
Further inspections on the island of Skiathos resulted in financial penalties against four separate enterprises. The Magnesia Real Estate Service imposed total fines of approximately 44,000 euros across the four non-compliant businesses.
Coastal Protection Framework
The Real Estate Services operate as regional auditing authorities under the Greek Ministry of Economy and Finance. They are tasked with inspecting state-owned shoreline property and ensuring that commercial beach operations comply with environmental and property laws.
Under Greek law, seashores and beaches are classified as public goods, requiring private businesses to secure formal concession agreements before placing facilities such as sunbeds, beach bars, or mobile canteens on public land.
Rhodes, located in the Dodecanese island chain, and Skiathos, in the Sporades group, are major international tourist destinations that draw high numbers of visitors during the summer season. Kavala serves as a key coastal hub in northern Greece, where public beachfront access remains a major focal point for national land management authorities.
