Five Peruvian National Police officers including Colonel Luis Santos Villar are under investigation for allegedly steering police food supply contracts in Lima.
Santos Villar is the former head of the Prison Security Division within the police Directorate of Integral Security. Investigators suspect the officers used their positions between 2024 and February 2026 to directly manage funds for the Daily Single Organic Ration, known as ROUD, routing contracts to systematically favor supplier company Proveeduría Pilema S.A.C. while bypassing administrative controls.
The Daily Single Organic Ration is the standardized food allowance program that provides daily meals for active-duty officers across the National Police of Peru. Procurement oversight for the police force is structured to ensure fair competition among private vendors.
Along with Colonel Santos Villar, prosecutors named police officers Godfredo Villavicencio, José Piscoya and Luis Larrea in the investigation. The case also involves José Miranda, an employee of Proveeduría Pilema S.A.C., and private supplier Julia Miranda.
According to the preliminary investigation, Julia Miranda maintained a direct relationship with Cynthia Vásquez, the head of logistics for the prison security division. Prosecutors believe this connection helped facilitate the alleged favoritism.
Prosecution raids properties across Lima
The Second Corporate Provincial Prosecution Office Specialized in Corruption Crimes of Officials of Lima Centro executed simultaneous raids on Thursday. Provincial prosecutor Raúl Martínez Huamán is in charge of the office handling the investigation.
Deputy provincial prosecutor Leonardo Rosales Zavala led the operation, which targeted eight properties linked to the five police officers and two civilians. Authorities carried out searches and asset seizures as part of a probe into alleged aggravated collusion.
Law enforcement officers conducted the searches across the districts of Los Olivos, Carabayllo, Rímac, Comas, San Martín de Porres and the port city of Callao. Personnel from the Police Directorate against Corruption, the Police Intelligence Directorate and representatives from the Public Defense office supported the operation.
Under Peruvian law, aggravated collusion involves public officials conspiring with private companies to defraud state institutions during public procurement processes.
Police inspectorate promises radical transparency
Lieutenant General Augusto Ríos Tiravanti, the Inspector General of the National Police of Peru, is leading an internal policy of radical transparency. Ríos Tiravanti stated that any officer who commits illegal acts ceases to be a police officer and becomes a criminal.
The inspectorate has deployed counterintelligence operations using hidden cameras and drones to catch corrupt personnel. These operations recently led to the intervention of nine police officers in the Vitarte district who were caught demanding bribes.
The Inspectorate General has produced hundreds of counterintelligence reports and sanctioned more than 500 police officers for the improper use of digital platforms to protect the image of the institution.
Ríos Tiravanti emphasized that the police uniform represents honor, discipline and service to the country. He said every officer has a duty to act with integrity, respect the law and remain committed to citizens.
The Inspector General added that anyone using police authority to commit illegal acts betrays institutional values and must face legal consequences. He stated that the police force has no space for corruption and remains committed to strengthening integrity while honoring officers who serve with rectitude.
