Portuguese President António José Seguro promulgated a decree on Friday clarifying the performance incentive scheme for doctors working extra hours in the National Health Service.

A note published on the official website of the Presidency of the Republic stated that António José Seguro promulgated the measure to clarify the performance reward system for doctors in National Health Service entities.

The government approved the diploma in July to confirm that this exceptional incentive accumulates alongside regular pay and general overtime rules. The clarification follows interpretation doubts regarding a June decree-law, effective May 1, that established the reward system.

Rules for Overtime Compensation

Under the exceptional regime, payment for overtime hours beyond legal limits is calculated in 48-hour blocks based on a percentage of a doctor's base salary. The legal overtime limit is set at 250 hours for doctors on full dedication and 150 hours for remaining doctors.

The compensation structure includes 10 groups with increasing incentive percentages for additional hours worked.

Additional Health Benefits

António José Seguro also published a diploma on Friday amending Decree-Law no. 252/2007 of July 5. The amendment alters the system of additional health benefits for beneficiaries of the solidarity supplement.
