The Ministry of Culture of Ukraine has approved new safety guidelines allowing mass cultural and entertainment events to continue during yellow air threat alerts.

According to an announcement published on the ministry website, declaring a yellow threat level will no longer automatically require organisers to postpone, suspend, or cancel a public gathering. Organisers may proceed if safety measures are met, including guaranteed access to air raid shelters for all attendees, performers, and staff.

Tetiana Berezhna, the Deputy Prime Minister for Humanitarian Policy and Minister of Culture of Ukraine, said organisers must prepare a clear action plan in advance, secure shelter access, and inform visitors promptly about threat levels. Berezhna added that attendees must receive all necessary information so they can decide independently whether to remain at an event.

Under the published guidance, an event can begin or continue during a yellow warning if an available shelter of sufficient capacity is accessible and visitors know the movement route. Organisers are advised to check shelter capacity before an event to ensure it accommodates the audience alongside staff and performers, while keeping emergency exits clear and assigning monitors to track security updates.

Air threat alert procedures

The Ministry of Culture specified that safety requirements escalate if threat levels rise. If a red air threat level is declared before an event starts, the gathering must not begin. Should a red alert be announced while an event is underway, organisers must immediately stop the performance, notify attendees of the nearest shelter, and lead an organised evacuation.

Ukraine uses a multi-tier public warning system to alert civilians to aerial hazards, including missile strikes and uncrewed aerial vehicles. Yellow threat levels specifically correspond to drone hazards, which can persist for hours over urban areas. Public venues, commercial centers, and cultural spaces across the country frequently rely on subterranean parking structures, reinforced basements, and subway stations to provide shelter during alerts.

Kyiv shopping centres update venue operations

The updated guidance coincides with revised operational rules adopted by major shopping and entertainment centers in Kyiv. Several prominent commercial complexes in the Ukrainian capital have updated their policies to remain open during yellow drone threat levels.

Retail and entertainment venues continuing operations during yellow alerts include River Mall, Dream, Piramida, Retroville, Art Mall, and Victoria Gardens. Visitors retain the right to leave voluntarily to seek shelter at any point, and organisers must provide assistance with movement whenever necessary.
