The international tender for the urban redevelopment of the Thessaloniki International Fair in Thessaloniki has launched with an estimated value of 165 million euros without VAT.

The contract value reaches 204.6 million euros when including VAT, marking the formal start of procedures for one of the largest urban redevelopment projects in Northern Greece.

The Project Preparation Facility of the Growthfund, led by Panagiotis Stampoulidis, has taken on the maturation and conduct of the tender. The facility is acting on behalf of TIF-HELEXPO until the contract is awarded. The project was included in the Development Program of Contracts of Strategic Importance following a decision by the Governmental Committee of Contracts of Strategic Importance.

Tender details and project timeline

The tender notice was posted on the ESHDIS electronic public procurement system. The deadline for submitting bids is set for September 21, 2026, at 11:00, with electronic unsealing scheduled for 13:00 on the same day.

The execution duration of the contract is set at 48 months. Bidders face a high bar, requiring minimum equity of 44 million euros to compete for the project.

Redevelopment plans and bidding rules

The redevelopment plan includes two new exhibition buildings, the renovation of the Vellidion center, a metropolitan park spanning 120 stremmata, and 1,064 underground parking spaces.

This public project will be executed using the design and build system, with the contractor undertaking all required studies and designs. The award will be made based on the most economically advantageous tender solely on price, meaning the lowest price, with evaluation of the study conducted under Article 50 of Law 4412/2016.

The study will not receive a score, but will be checked for completeness and compliance with project requirements. This check will be performed on the technical bids of the five lowest bidders.
