SUNAT Targets S/214 Billion in 2027 Tax Revenue for Peru

Peru's national tax agency, SUNAT (the National Superintendency of Customs and Tax Administration), expects to collect more than S/214,000 million in 2027, a target that requires about S/13,500 million more than the amount it expects to raise this year.

Superintendent César Luna Victoria presented the figure to Congress's Bicameral Commission on Budget and the General Account of the Republic, as lawmakers review the government's 2027 Public Budget bill. SUNAT is Peru's tax and customs authority, and its revenue projections feed directly into that annual budget process.



The goal builds on a favorable trend in 2026. Between January and August, Central Government tax revenue totaled S/138,484 million, a real increase of 14.1% compared with the same period last year. In August alone, revenue reached S/18,179 million, up 17.3% from August 2025. The tax take has now grown for 27 consecutive months.

SUNAT said the increase this year is not driven solely by greater efficiency in tax administration. The agency pointed to economic factors that have boosted revenue, including growth in economic activity and domestic demand, a 20.2% rise in imports in August, and higher international prices for copper, gold and zinc. These factors widen the base on which taxes such as the General Sales Tax, known as the IGV, and Income Tax are calculated.

The starting point for the S/214 billion target

The performance of Peru's main taxes helps explain the current trend. The IGV, Peru's value-added tax applied to most goods and services sold domestically and imported, brought in S/9,564 million in August, 13.7% more than a year earlier. The import-linked component rose 19.8%, while domestic IGV collection grew 9.2%.

Income tax revenue reached S/6,980 million in August, an increase of 11.4%. Within that figure, advance payments on third-category business income under the General Regime and the Mype Tax Regime rose 43.5%.

The comparison carries a caveat. In August 2025, SUNAT recorded extraordinary payments of more than S/1,600 million tied to income tax from non-domiciled taxpayers and fines from enforcement actions. That means part of this year's growth is measured against an already elevated base.

Foreign trade also helped. Customs duties totaled S/4,873 million in August, a real increase of 18.8%, showing that much of the revenue growth is linked to economic activity rather than to new tax measures alone.

SUNAT aims to close compliance gaps

The challenge for 2027 will be maintaining that pace under economic conditions that may differ from this year's. SUNAT said it plans to concentrate its oversight efforts on activities where it detects higher levels of noncompliance and a significant fiscal impact.

The agency named mining, the sale of shares and associative contracts among the sectors it will target. It said it plans to use the information it already holds on taxpayers' operations to select the cases that require closer scrutiny.

Digitalization plays a growing role given the volume of information the tax system already generates. SUNAT reported that 97% of sales are now recorded through electronic payment receipts and that a similar share of tax declarations are filed virtually. In addition, 98% of new taxpayers registering for a RUC, Peru's national taxpayer identification number, use the digital registration process.

That data gives the tax administration more tools to cross-check what taxpayers declare against the operations they record. The challenge, SUNAT said, will be turning that information into an effective reduction in noncompliance rather than simply a greater capacity to process data.

A target that must fund the budget

The more than S/214,000 million SUNAT projects for 2027 forms part of the revenue outlook underpinning the proposed 2027 Public Budget, which totals S/266,506 million. The bill allocates S/178,142 million to current spending, S/57,143 million to capital spending and S/31,221 million to debt service.

The gap between the tax target and the overall budget underscores its importance. Revenue collected by SUNAT is one of the main sources of funding for public spending, but reaching the projection will depend on whether the growth seen in 2026 can be sustained and on whether enforcement actions against noncompliance generate additional revenue.

SUNAT said August's results provide a favorable base for now. However, the additional S/13,500 million expected for 2027 is not guaranteed by this year's growth. It will require sustained economic activity, business income and consumption, along with improved compliance with tax obligations, the agency said.
