Some categories of Russian citizens will be able to receive two pensions in September, according to Nina Gukasova, director of the financial literacy program at the Presidential Academy's Financial Culture Center. She told RIA Novosti that the eligible groups include military service members, security service personnel, test pilots and cosmonauts.

Gukasova said the right to receive two pensions simultaneously in 2026 remains available to several groups, including service members and employees of security agencies such as the Defense Ministry, the Interior Ministry and the Federal Security Service, provided they continued working in civilian organizations after retiring. The same applies to cosmonauts, flight-test personnel and citizens who became disabled due to military injury.

How the two pensions work

Military personnel, security agency employees, cosmonauts and test pilots first receive a pension for years of service, often long before the standard retirement age. Once they reach retirement age and have accumulated the necessary civilian work record and points, they can apply for a second, insurance-based old-age pension, Gukasova explained.

She added that citizens disabled by military injury are entitled to a disability pension and can apply for a second pension upon reaching retirement age, including early, allowing this group to claim the payment five years ahead of the standard age.

How to apply in September

To receive the payment in September, Gukasova said applicants who have not previously applied must submit the relevant application to the Social Fund in the first days of the month.
