Police in Rostov Oblast have arrested a 19-year-old local resident for attempting to set fire to an energy infrastructure facility in Azov District.
Russian authorities opened a formal criminal case under terrorism charges after the young man attempted the arson following communications with unknown individuals on a messaging app who promised him a cash reward.
The press service of the regional department of the Ministry of Internal Affairs of Russia confirmed the detention, reporting that the 19-year-old was taken into custody in connection with the attack.
Investigators launched proceedings under Article 30 and Article 205 of the Criminal Code of the Russian Federation, which cover attempted acts of terrorism.

Police officials stated that the suspect was detained and that authorities are currently deciding on an appropriate preventive measure for him.
Under Russian criminal procedure, a preventive measure is a legal restriction imposed on an accused person or suspect during the pre-trial phase of an investigation. Prosecutors and courts can apply measures ranging from written undertakings not to leave the region to house arrest or remand in a pre-trial detention facility to ensure the suspect attends investigative proceedings.
