Peruvian President Keiko Fujimori has not spoken in six consecutive Council of Ministers meetings, according to official executive branch records.
The president has only recorded participation in the first three of the nine cabinet meetings held since the start of her government. Her last intervention was on August 12.
Ideele Radio journalist Carlos Viguria revealed the information based on meeting minutes, which the La Republica newspaper then verified.
The Council of Ministers is the Peruvian government's cabinet, where the president and ministers discuss and approve national policies, decrees and emergency measures.
Major measures approved
Fujimori did not speak during six meetings held between August 14 and August 27, a period in which the cabinet approved significant health, economic and emergency actions.
On August 14, the council extended a health emergency for 90 days due to a measles outbreak in the Puno region, which threatens to spread to the Callao port area and 11 other regions.
The following day, ministers approved an urgent decree to subsidise land transport in response to rising fuel prices.
The cabinet discussed preparations for the 2026 to 2027 El Nino climate phenomenon on August 18. El Nino periodically brings extreme weather and flooding to the South American country.
On August 22, the council simultaneously approved states of emergency across several regions. These included the Lima districts of Villa El Salvador and Villa Maria del Triunfo due to rain flooding, and three districts across Arequipa, Moquegua and Tacna following the passage of the high altitude weather depression known as DANA Anibal. Emergency measures were also taken for several districts in Ayacucho following earthquakes.
Resources for earthquake affected zones in the Junin region were approved on August 25.
Economic framework and legislation
During the session on August 27, the council unanimously approved the 2027 to 2030 Multiannual Macroeconomic Framework. It also approved three accompanying budget, financial equilibrium and indebtedness bills for the 2027 fiscal year, which were sent to the Peruvian Congress with urgency.
At the same meeting, the cabinet approved a project requesting Congress delegate legislative powers to the executive branch for 120 days. The powers would cover security, labour, taxation and state modernisation. Fujimori did not intervene on any of these topics.
Early participation
The president's recorded participation has been limited to her first three cabinet meetings. She installed the session and thanked her ministers on July 29.
Her longest intervention occurred during the second session on August 5. Fujimori asked the heads of each ministerial department to ensure the use of public registries, and noted that preventive actions for the upcoming El Nino phenomenon remained pending.
She opened the August 12 session by once again thanking her ministers for their commitment, which remains her last recorded participation.
Trujillo attack
Official records also show Fujimori registered no public activities on August 31, the day after a criminal attack in the northern city of Trujillo.
The incident resulted in four murders and the kidnapping of a mining businessman. Fujimori convened a meeting of ministers to address the situation 18 hours after the attack occurred.
The kidnapped businessman was subsequently released. Relatives stated the release came after direct negotiations with the kidnappers.
