Ukraine's State Property Fund found a buyer for the Kotovsky Winery in Podilsk, Odesa Oblast, accepting a 12.41 million UAH bid from DBK Agroshlyakhbud. The repeat privatization auction took place on August 5, according to data from Prozorro.Sale.
An earlier auction scheduled for July 28 with a starting price of 24.82 million UAH failed to draw any bidders. DBK Agroshlyakhbud was the sole participant in the second attempt and submitted an offer matching the lowered starting price.
If authorities approve privatizing the facility through a direct buyout, the buyer must also pay 2.28 million UAH in value-added tax.
Berezivka road construction company
DBK Agroshlyakhbud LLC is based in the village of Zlatoustove in the Berezivka district of Odesa Oblast. Registered for more than 11 years, the firm specializes primarily in building roads and motorways.
Berezivka residents Arpine Kirakosyan and Robert Khachatryan are the ultimate beneficial owners of the company, each holding a 50 percent stake.
Winery assets and lease status
The single property complex of the Kotovsky Winery enterprise encompasses 19 real estate units, including buildings and structures, alongside 177 items of movable property and two vehicles. The lot also includes an unfinished construction project consisting of project documentation for a residential building.
Kotovsky Winery is currently leased by KVZ Winery LLC, an entity owned by Ihor Shulechenko.
In a similar transaction in spring 2026, the lessee of the Sarata Winery branch in the village of Bayramcha, Odesa Oblast, purchased that facility from the state for 10 million UAH.
