International Security Observatory co-director Chema Gil Garre said Spain's government and Morocco ignored early intelligence before a major migrant surge in Ceuta.
Speaking on the news program El Cascabel, Gil Garre stated that his team of independent intelligence analysts began monitoring an increase in migratory flows on June 30. He said this monitoring contradicts official versions from both Spain and Morocco claiming they had no prior knowledge of the situation.
Gil Garre said he activated monitoring tools after detecting consecutive movements, making the official explanation that nobody knew anything unbelievable.
Morocco Hybrid Warfare Allegations
The analyst categorized the events as an act of hybrid warfare by Morocco rather than a routine migration incident. He compared the situation to the 2021 crisis, describing that earlier event as retaliation for Spain hosting the leader of the Polisario Front.
Gil Garre called the influx a state operation launched in response to Spanish foreign policy decisions. He said it was impossible for a movement of 70,000 to 80,000 people to occur without the knowledge of Moroccan authorities, citing the country's strong police presence.
National Security and Digital Threats
Gil Garre sharply criticized Spain's interior minister, describing him as a walking danger for the country for denying the effectiveness of security teams. He added that admitting a failure of Spanish intelligence would be like calling bad actors to the door.
The expert warned that similar actions could happen again at any time. He said stable digital communities on social media and WhatsApp groups are maintaining continuity for these narratives, forming part of a propaganda war aimed at besieging Ceuta and Melilla.
