The President of Russia, Vladimir Putin, has communicated to his French counterpart, Emmanuel Macron, and to the German Chancellor, Olaf Scholz, his intention to recognize the independence of the self-proclaimed breakaway republics from Donetsk and Lugansk, in eastern Ukraine, according to a Kremlin statement. “The president said that in the near future he intends to sign the respective decree,” the official note states.
The leaders of the self-proclaimed people’s republics Donetsk (DPR) and Lugansk (RPL), in eastern Ukraine, have asked Putin to recognize them as independent states. On the 15th, the Duma or lower house of the Russian Parliament asked Putin to recognize both pro-Russian entities. Putin has discussed recognition of separatist entities with the Russian Security Council, which supported that decision almost unanimously.
The Russian leader informed Macron and Scholz on the results of the enlarged meeting of the Russian Security Council“in which the current situation around Donbas was examined in the context of the State Duma’s request for the recognition of the Donetsk and Lugansk People’s Republics,” the note asserts.
Putin has also recalled that had also received a request on the recognition of Donetsk and Lugansk as a result of “military aggression by the Ukrainian authorities”, with “massive bombardments of the territory of Donbas, for which the civilian population suffers”.
According to the statement, the French president and the German chancellor “expressed their disappointment” with the development of events while “indicating that they were willing to continue contacts”.
