Regulations of the High Performance Plan apply sanctions for minor, serious and very serious offenses.

Regarding the suspension, authorities such as the Minister of Sports, Sebastian Palacios, wrote on his Twitter account (@SebasPalaciosSP): “I spoke today with Álex Quiñónez, he is a warrior. Unfortunately due to a logistical lack of his manager (he wrongly gave his address three times in a row for taking his sample) he is out. I am delivering all the support”.
The then president of the Ecuadorian Olympic Committee (COE), Augusto Morán, He said: “The case is being handled by his manager (the Spanish Alberto Suárez Bermúdez), who was responsible for uploading the whereabouts information, had three failed whereabouts, they give it as positive doping, that is why it is the provisional suspension (which was later confirmed). Precisely, in a part of the agreement with the athlete it is indicated that the benefit will be lost for “disciplinary ruling issued by the disciplinary body of the Ecuadorian Federation for sport or disability, when the commission of serious or very serious offenses or infractions of anti-doping rules in accordance with the current World Anti-Doping Code ”.
For its part, in the WADA code (World Anti-Doping Agency) a sanction is established when there is a failed location of the athlete: any case of failure to comply with the obligation to submit to controls and / or breach of duty to provide location data … ”.
Regarding his suspension, Quiñónez wrote: “The resolution of the Disciplinary Tribunal of the World Athletics considers the existence of special circumstances in this case and therefore imposes a reduced penalty of one year suspension, half of the period generally foreseen. Simply with the existence of a reduced sanction, as now happens, it is clear that at no time has there been an attempt to evade submission to doping controls on my part, the only location failure having been, an error in updating a data from location committed in a totally involuntary and fortuitous way on the part of the person who manages my Adams profile (Administration and Administration of Doping System) ”.
