From the November 1, the peak and license plate vehicle restriction plan will take effect. This change of measures was announced, this Wednesday, by the mayor of Quito, Santiago Guarderas and various municipal authorities.
The vehicle restriction will be applied according to the last digit of the plates, from Monday to Friday. The impediment schedules will be from 05:00 to 10:00 and from 16:00 to 21:00. Outside these hours there will be free mobility.
Motorcycles will also have a restriction, it will apply to the last number of their license plate without taking into account the final letter.
Safe conduct issued until October 31 will be eliminated, except for people with disabilities.
The only exceptions in the peak and plate, according to the authorities will be:
- Official vehicles of the President and Vice President of the Republic
- Official vehicles of the diplomatic and consular corps accredited to the national government.
- Transport of people with disabilities.
- Vehicles driven by seniors.
- Emergency, public or private ambulances.
- Motor pump and / or rescue vehicles of the Fire Department.
- Vehicles of the National Police in compliance with their specific mission.
- Social care
- Collective public transport of people, urban buses, interparish, Metrobus Q, commercial, school, institutional and tourism.
- On their own, legally registered entrepreneurship.
- Rural commercial transport.
The mayor pointed out that only these exceptions will apply and there will be no type of safe conduct.
For instance, Lawyers or journalists with their credentials will no longer be able to circulate. But, “there is public transport and taxis that journalists can make use of,” Guarderas emphasized.
In addition, he asserted that Motorcycles dedicated to the delivery service will also have restrictions during the corresponding hours, they will not have exoneration.
Dario Paladins, President of the National Association of Motorcyclists of the Euador (Asomoto) said that there is a concern of the sector dedicated to delivery, the one that would be affected by the new measures.
“These vehicles have served for the delivery of supplies, medicines and more resources, We are in a time of pandemic where mobility for certain people is still complicated, ”he argued.
He also noted that the beak and plate will leave a chaotic public transport system, without meaning a solution for the traffic.
Given this, the secretary of mobility, Jaime Erazo explained that currently with the “Today does not circulate” there is a 27% restriction of vehicles in the fleet. With the peak and plate it is expected to be 20%, however, they hope to recover the figure that differentiates it from the current measures with the elimination of the safe conducts.
