Sebastián Palacios points out that the legal issues of the transfer of the CEARs to the Ministry of Sports have been pending since 2012.

The current Minister of Sports and ex-Ecuadorian BMX selection, Sebastian Palacios, when he was an Assemblyman, he always criticized the construction of the High Performance Centers (CEAR) in Emeralds, Azuay and Imbabura because they did not fulfill the functions for those who were created, today as a minister it is reiterated and manifested that they cannot be considered like this: “Let’s start by clarifying that High Performance Centers do not comply with the technical conditions to really be considered for high performance, that’s why we call them only Sports Training Centers (CED)”.

The official highlights the complexity of sustaining the CEARs. “When we got to Ministry of Sports we find many loopholes in the conception, construction and management of High Performance Centers. We have found this abandoned, neglected and unused infrastructure by athletes for more than a year ”.

Palacios hopes to change the reality of these sports centers. “It is clear that training centers must be repowered and adapt responsibly. But the first step that must be carried out is the regularization of the use and administration of the spaces, resolving legal issues that are pending since 2012 ″.

“This Ministry of Sports, aware of the need to have quality sports infrastructure for the development of our athletes, is designing a management model in order -after resolving all the legal issues- to put these centers into operation through co-management and public-private alliances ”, anticipates the minister of President Guillermo Lasso.

Finally, he clarified on the amounts that are required: “The approximate investment that is needed to recover the centers is 21 million dollars, while the value required to maintain the operation of the Training Centers is $ 3 million annually”. (D)
