Oversight Commission of the Assembly suggests terminating the radar contract in Cuenca

The report of the National Assembly in which it suggests terminating in advance the contract for the implementation of radars between the Mobility Company (EMOV) and a private consortium, due to finding several inconsistencies, does not concern the authorities of the Municipality of Cuenca.

In the council they consider that the documents found support an electoral campaign against the current mayor, Pedro Palacios, who wants to be re-elected in the sectional elections on February 5.

The agreement approved by the Supervisory Commission is about the contract signed in February 2022 between EMOV and the Móvil Technology Ecuador consortium to install 32 photocontrols at 16 urban intersections in the city.

The private group will have twelve years of income and will benefit from 40% of the money from the fines collected, said legislator Bruno Segovia.

In a 134-page document, said assemblyman supported his research on some issues that, from his perspective, are not transparent.

One of these includes a difference of $2,532,080 in the initial investment made by EMOV to acquire the equipment, since in the first instance the public company invested $3,300,000 in them, but in a quote requested by the equipment commission with the same characteristics they were offered for $767,920.

Another of the questions that the legislator presented is a purchase triangulation carried out by the private investor, where he himself buys the equipment from a Turkish company of which he is the representative in the country.

When bringing them directly from the Asian country, the purchase price was $31,325, but when importing them from the United States, the total value was $57,785.46, that is, there was an additional $26,460.46.

An additional element exposed in the report is the profit margin that the private group would have during the twelve years of the contract, in which they receive 40% of the proceeds.

According to the projections made, the annual income for fines generated from Monday to Sunday during the 24 hours of the day would be $853,887,191.04, of which the “strategic ally” would take 334,262,876.42, which in turn criteria is a round deal.

For this and other elements, Segovia insisted that this contract signed last February during the municipal administration of Pedro Palacios, who is now a candidate for re-election, should be resigned immediately, although he is clear that what was approved in the commission is not binding.

But for the mayor (e) of Cuenca, Pablo Burbano (politically related to Palacios), that is simply a “suggestion that no one has asked for and how strange that they make it two weeks after the end of the campaign.”

The official argued that the situation does not care, especially when they expect public control agencies such as the State Comptroller General to rule.

In this same sense, Assemblyman Bruno Segovia warned that in the next few hours he will denounce the State Attorney General’s Office so that he can take action on the matter.

In addition, he ruled out that it is something political because the movement to which he belongs, the so-called Somos Agua (led by Yaku Pérez), does not support any candidate for the Mayor of Cuenca or the Prefecture of Azuay.

While in the local political situation there are some candidates who have offered to cancel the contract if they come to power. (YO)
