The government of Keiko Fujimori has ordered a 120-calendar-day reorganization of the Ministry of Agrarian Development and Irrigation to evaluate its structure and spending. Supreme Decree No. 008-2026-MIDAGRI officialized the measure to identify management issues and propose potential institutional reform measures.
The review will be led by the Office of Modernization of the General Office of Planning and Budget of Midagri. The office must prepare a diagnostic report on the administrative, organizational, and management situation of the sector.
The evaluation includes strategic planning, budget management, public investment execution, integrity mechanisms, and internal control. The scope extends to central headquarters as well as organizational units, programs, special projects, and attached public entities.
This includes areas related to irrigation infrastructure, rural development, family farming, and productive support programs. However, the decree does not specify which specific offices will undergo changes.
Scope of the administrative evaluation
The Executive branch has four months from the day after publication to complete the diagnosis and formulate reform proposals. The process will evaluate potential duplication of functions, coordination problems, delays in investment execution, and administrative process deficiencies.
The decree published on Wednesday does not modify the Organization and Functions Regulation of Midagri. It also does not alter the composition of its viceministries, general directorates, or office structures, as concrete modifications require additional regulations.
Financing and sector challenges
The review process must be completed without requesting extra resources from the Public Treasury. All activities linked to the diagnosis and proposal formulation will be funded through the ministry's existing 2026 institutional budget.
The evaluation comes after several irrigation and hydraulic infrastructure projects recorded observations for delays, deadline extensions, and technical defects. The Comptroller General of the Republic has issued control alerts on sector projects, while the Friendly Consultation platform of the Ministry of Economy and Finance shows execution discrepancies across executing units.
Political context and parallel measures
The decision follows the recent appointment of Marco Antonio Vinelli Ruiz as minister of Midagri. The reorganization occurs as the government carries out adjustments and structural reviews across various public entities.
Midagri maintains a broad territorial presence through work with regional governments, water user boards, irrigation projects, and small producer programs. Any structural reform could affect the execution of works and services in the agricultural sector.
The measure coincides with the Executive branch preparing to request legislative powers to issue decrees over 120 days. That separate request focuses on economic reactivation, administrative simplification, infrastructure, and water resources management.
