The Executive Decree No. 411 specified the curfew or traffic restriction from 11:00 p.m. to 5:00 a.m. in the Esmeraldas parishes of the province of Esmeraldas; Eloy Alfaro (Durán canton), Ximena, Pascuales (Guayaquil canton) in the province of Guayas.
During the hours in which the curfew is in force at dawn, the free movement of people and vehicles on public roads will be prevented. The measure is effective from the night of this Friday, April 29.
People who circulate during curfew hours will be brought to the order of the competent judicial authority, unless they are carrying out the activities that are detailed as exceptional.
What is not allowed in the state of emergency for security that will last until the end of June in the provinces of Esmeraldas, Guayas and Manabí
Who can move freely
- Health services of the comprehensive public health network and the complementary private network;
- Public security, complementary private security, and risk management and emergency care services;
- road emergency services;
- Lawyers and judicial officials in the exercise of their profession or position;
- Public servants of the Ministry of Government and the Ministry of the Interior;
- Public servants or personnel of contractors of public entities that certify that they must travel to ensure the continuity of public services;
- Workers in the logistics chain of the export sector, who must demonstrate that they work in a company within said sector and, if applicable, the legality of the cargo they transport;
- People who must travel to and from airports for scheduled flights within curfew hours;
- Social media workers; and,
- Those defined by the Ministry of the Interior. People who are immersed in these exceptions must prove it with documentation.

The decree provides that the national and municipal transit authorities exercise their powers in order to control the circulation of vehicles during curfew hours.
The national government decreed tonight the state of emergency for 60 days in Guayas, Manabí and Esmeraldas due to insecurity; he also announced the deployment of 9,000 soldiers “to impose peace and order.” (I)
