In two years, the National Union of Educators (UNE) estimates that nearly 10,000 teachers left the national education system. Andrés Quishpe, who is the coordinator of that union, attributed it to the fact that they have left due to resignations, retirement or death.
He argued that there is a work overload for permanently appointed teachers and educational quality is affected, since the teacher must face several courses at the same time due to a lack of teachers.
For him, an alternative would be the reinstatement of dismissed teachers and the call for competitions of merit and opposition before each school year, as indicated by the Organic Law of Intercultural Education.

The Association of Education Professionals considers that there is a shortage of teachers at the national level.

“Educational institutions have generated educational contingency plans, and hand in hand the request is made for the district, (the) area to carry out the process of hiring teaching staff,” Veloz said.

Herlinda Bósquez, from the Network of Teachers of Zone 8, which includes Guayaquil, Durán and Samborondón, considered that there will always be a shortage of teachers.
“Those who enter with the provisional or definitive appointment, all together, do not manage to fill the places that are still (available). There are colleagues who retire and often even resign. It exists and will continue to exist until education really becomes a State policy, where it is a priority and the governments of the day do not have to be giving crumbs to the educational sector”, he indicated.
Brown, in a radio interview Quito, announced that, in the merit and opposition contests of this 2022, there will be modifications, for example, in the specific characteristics, such as vacancies in educational institutions for students with disabilities, which require teachers with a specialty in that branch; for fiscomisionales, because it considers that the teacher should opt for that position from the beginning of the contest and not as it is currently, in which it is assigned; or with specific characteristics for bilingual intercultural education, rural education in areas of high geographical dispersion.
