The UN Security Council has no information about biological weapons programs in Ukraine. This was announced by UN Deputy Secretary-General Isumi Nakamitsu. At the same time, she noted that she is aware of media reports that report on such programs. According to her, the relevant bodies of the world organization do not have any data that Ukraine or the United States violated the Biological and Toxin Weapons Convention (BTWC).
“Any state party to this Convention that finds that any other state party is acting in violation of obligations arising from the provisions of the convention may file a complaint with the United Nations Security Council,” reminds the UN. “Such a complaint must contain all possible evidence supporting its validity and a request for its consideration by the Security Council.” So far, as the UN Under-Secretary-General emphasizes, Article VI of the Convention has not been invoked, including in relation to Ukraine.
Recall that Russia initiated a meeting of the UN Security Council on March 11, dedicated to “the development by Ukraine, together with the United States, of biological weapons.” Permanent Representative of the Russian Federation Vasily Nebenzya said that the Ministry of Defense of the Russian Federation “proved documents that confirm that a network of at least 30 biological laboratories has been formed on the territory of Ukraine.” China also joined Russia’s demand to investigate activities that run counter to the BTWC.
China’s representative to the UN, Zhang Jun, stressed at a meeting of the Security Council that “Russia’s concerns about bioweapons in Ukraine should be treated with due attention.”
An appeal to the UN and the OSCE Parliamentary Assembly with a demand to investigate the activities of biological laboratories in Ukraine was also accepted by the State Duma of the Russian Federation, indicating that the Ukrainian authorities are trying to hide the traces of the existence of such laboratories in the country.
