Although local universities currently continue with official master’s programs in virtual / distance or blended learning (hybrid) format, mainly due to the pandemic; On the international side, the Secretary of Higher Education, Science, Technology and Innovation (Senescyt), is governed by the regulation on titles and academic degrees obtained in foreign institutions.
In this regulation on degrees and academic degrees obtained in foreign institutions, in force since 2019, three mechanisms are contemplated for the recognition of foreign degrees:
- Abbreviated procedure
- International agreement in force
- Foreign Degree Recognition Committee
Blended, online or remote
The norm indicates that the governing body of the public policy of higher education will recognize the degrees completed through the blended, online or distance modalities obtained in a duly evaluated and/or accredited foreign university or its equivalent, or recognized by the competent body of the respective country, as long as said degrees are comparable with one of the academic degrees or training levels established in the Organic Law of Education and that the degree offered is recognized, authenticated or its equivalent in the country of origin.
Article 23 of this regulation indicates that The titles of the following careers and programs taken in a blended, online or distance mode will not be recognized: biology, biophysics, biopharmaceuticals, biomedicine, genetics, biodiversity, neurosciences, chemistry, applied chemistry, electricity and energy, electronics, automation and sound, mechanics and professions related to metalwork, design and construction of motorized vehicles, ships and aircraft, technologies nuclear and energy, mechatronics, hydraulics, nanotechnology, food processing, textiles, mining and extraction, industrial production, industrial design, industrial maintenance, architecture, urban planning and restoration, construction and civil engineering, agriculture, forestry, fishing, veterinary medicine, dentistry , medicine, nursing and obstetrics, and others in the field of health and wellness, diagnostic technology and medical treatment, therapy and rehabilitation, alternative and complementary therapies, biochemistry and pharmacy, care for the elderly and disabled, child care and youth services, geological, geography, hydrology, m meteorology, oceanography, geotechnics and others that require to be studied in face-to-face mode.
