The State Duma adopted a draft appeal to Russian President Vladimir Putin on recognizing the independence of the Donetsk and Luhansk republics, a Rosbalt correspondent reports.
“The resolution will be signed and sent immediately (to the president),” said State Duma Speaker Vyacheslav Volodin.
Thus, the State Duma, based on the results of the rating voting, supported the project of the Communist Party of the Russian Federation, which involves a direct appeal to the president with a request to recognize the LDNR. The second draft resolution, developed by deputies from United Russia, proposed to send the draft appeal of the Communist Party of the Russian Federation first for a consultation with the Foreign Ministry, and then return to its consideration in the lower house.
351 deputies voted for the communist project, 310 voted in support of the United Russia option.
The State Duma stressed that the adopted resolution does not mean automatic recognition of the LDNR. “Recognition or non-recognition is carried out by the president, this is his competence,” explained Leonid Kalashnikov, head of the State Duma Committee on CIS Affairs. According to him, the leaders of the LPR and DPR can also turn to the Russian leader for recognition of the republics.
Earlier, the Ukrainian Foreign Ministry repeatedly stated that the recognition of the LDNR is not consistent with the Minsk agreements, which provide for the return of Donbass to Ukraine as an autonomy. However, the head of the State Duma Committee on International Affairs, Leonid Slutsky, said that “the recognition of the independence of the LPR and the DPR cannot be regarded as Russia’s withdrawal from the Minsk agreements.” “Russia is not a party to the Minsk agreements,” Slutsky said.
