The registry office of the Rostov region issued a decree on the procedure for the marriage ceremony, which is prohibited from laughing, exclaiming and talking loudly.

According to the decree, it is forbidden to come to the registry offices in outerwear and dirty shoes, as well as with bulky bags and backpacks. During the ceremony, you can not walk around the hall, enter or leave the premises. Guests are asked not to disturb the composition of the interior, not to eat, not to smoke, not to drink alcohol. Under the ban were also loud conversations, exclamations and laughter.

The head of the department, Olga Isaenko, in a commentary for KP, explained that “marriage is a joyful moment, but there is no need to substitute concepts.” “Smiling is permissible, but there is nothing funny in the ceremony – this is a solemn, tremulous moment. I don’t know of any solemn ceremony at which one could laugh, ”said the head of the department. – It must be remembered that marriage is not a farce, and the registry office is not a place for jokes. This is the place where a new family is born. And usually people are imbued with this event, they may even cry. But if people are serious about this event, no one is laughing.”
