The National Assembly with 116 votes was ratified in the project that reforms the Sugar Code.
Around 9,200 scholarship students in the country who owe some $64 million will be able to take advantage of a payment plan through agreements that range from 18 months to 20 years depending on the amount of the debt.
This was approved by the National Assembly on January 13, ratifying eight amendments that apply to the Organic Code of the Social Economy of Knowledge, Creativity and Innovation, known as the Ingenios Code, which regulates refinancing and facilities for payment in scholarships, educational credit and financial aid.
With the ratification, according to the procedure, the text will be sent to the Official Registry for its publication and entry into force.
This is how you can apply for a Senescyt higher education scholarship
The president of the Education Commission of the legislature, Manuel Medina (PK), recommended that the plenary session ratify the entire reform approved by Parliament and that was partially vetoed by the Executive, given that the reforms generate payment facilities under a special regime that allows scholarship holders and beneficiaries of credits and financial aid who have breached their contracts given that currently, due to the provisions of the Organic Administrative Code, they cannot sign payment agreements attached to the reality of the country.
The changes introduced in the regulations make it possible to combat the serious sanctions and disabilities generated by non-payment of educational loans, scholarships and financial aid.
Conditions are established that allow the liquidation of scholarship contracts that remain open for several years at Senescyt, which focus on bureaucratic aspects and not the fulfillment of the object of the contract, which is to obtain the degree financed with the scholarship, Medina said.
With this, from the notification with the collection order, the debtor can request the granting of payment facilities for the obligation. To qualify for this benefit, the obligations must be clearly and precisely identified with respect to the amount for which payment facilities are requested and indicate the number of months in which the obligation will be paid in accordance with the table established in this law. .
The payment of the amount owed will be made in periodic installments that cover the capital, interest and expenses for fees, according to the table of payment facilities, from the date of notification of the resolution that grants it.
Once the payment facilities have been granted, the sanctions and disqualifications derived from the start of the coercive are suspended, as well as the precautionary measures that could be ordered within the procedure.
For this purpose, a table is established, which sets the amounts and time of the payment agreement.
