In the Tula region, migrants with patents were prohibited from working in taxis and catering

Governor of the Tula region Alexey Dyumin signed a decree restricting the work of foreigners with patents in certain fields of activity, Interfax reports with reference to a message from the regional government.

In particular, they are prohibited in the following types of economic activity: retail trade of alcoholic beverages and tobacco products, public catering, passenger transportation on public transport and taxis. “The measure will help improve the quality of services provided and prioritize the employment of Russian citizens,” the message says.

There is a three-month transition period from the date of publication of the decree, during which employers must terminate employment relationships with foreign workers in the specified areas.

According to the press service, the restrictions will not apply to foreigners who have a temporary residence permit or residence permit in the Russian Federation, citizens of member states of the Eurasian Economic Union, as well as citizens from non-CIS countries who have work permits and highly qualified specialists.

Also, the head of the region introduced a bill to the Tula Regional Duma establishing a coefficient for foreign citizens carrying out labor activities on the basis of a patent. For 2024, the cost of a patent will be 8.3 thousand rubles per month. In addition, changes have been made to the regional program for the resettlement of compatriots. For them, the requirements in terms of education and work experience are increasing.

“The decisions taken will stabilize the situation on the labor market and will have a positive impact on the economy of the region as a whole,” the message quotes First Deputy Governor Dmitry Milyaev as saying.
