The State Duma adopted in the first reading amendments on the self-ban on issuing consumer loans

The State Duma adopted in the first reading a bill on a mechanism for citizens to introduce a self-ban on issuing consumer loans.

The document provides that citizens will be able to establish in their credit history a ban on issuing loans by banks and microfinance organizations. However, the ban will not apply to loans secured by a vehicle or a mortgage, Interfax notes.

You can set and remove the ban free of charge using the government services portal, or by contacting the MFC. Information about self-ban or its removal will be entered into the credit history within a day if the credit bureau received the corresponding application before 22:00 Moscow time, if later – the next day.

A prerequisite for receiving the service is the presence of SNILS. It will serve to identify a person, since at the moment it is the only document that does not change throughout life, unlike, for example, a passport number.

Before concluding an agreement, banks and microfinance organizations will have to request information from all qualified credit bureaus about whether the client has a ban on issuing loans. If a ban is established, then the credit institution or microfinance organization will have to refuse the service. If the contract is nevertheless concluded, it can be canceled at the request of the citizen.

The self-prohibition mechanism will not apply to loans from credit and agricultural consumer cooperatives, as well as pawnshops, since the risks of fraud when issuing them are assessed as minimal.

If adopted, the law will come into force on July 1, 2024.
