Russian President Vladimir Putin does not see the need to change the Russian Concept of Nuclear Deterrence.
“There is no situation in which, say, today something threatened Russian statehood and the existence of the Russian state. Well, no person in his right mind and clear memory would think of using nuclear weapons against Russia,” the Russian leader said at a meeting of the international Valdai Club.
Thus, he commented on the question of political scientist Sergei Karaganov, who asked whether it was time for Russia to change the Concept of Nuclear Deterrence in the direction of “lowering the nuclear threshold.”
Putin also said that Russia’s response to nuclear aggression against it would leave the enemy no chance of survival.
At the same time, the Russian president admitted the possibility of Moscow revoking ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT), which was signed by both Russia and the United States, but Washington did not ratify the document.
“This is a question for the State Duma deputies; theoretically, this ratification can be revoked. If we do this, it will be quite enough,” Putin said, adding that “in principle, it is possible to behave in a mirror manner with the United States.”
