The State Council of Tatarstan proposed to oblige state students to work for three years on distribution, and in case of refusal, to reimburse the state for tuition costs. The corresponding draft law was submitted to the State Duma.

The authors of the initiative point to the urgent need from the end of 2022 for personnel at defense industry enterprises.

According to the document, the admission of citizens to educational organizations at the expense of budgetary funds is subject to the conclusion of an agreement on the further employment of a graduate by distribution according to the qualifications he receives. The term of employment of a graduate by distribution is three years, in case of refusal of a graduate from employment by distribution, the cost of training is subject to reimbursement to the appropriate budget.

The explanatory note states that the proposed project will guarantee the provision of young specialists with work for at least three years upon completion of training, and this will contribute to the staffing of defense industry enterprises and priority sectors of the Russian economy.

It is noted that now the need for defense industry personnel is about 5.5 thousand people.
