The State Duma adopted in the first reading the draft law on conscripts-peacekeepers

The State Duma approved in the first reading a bill of the Ministry of Defense, which expands the categories of military personnel eligible to take part in Russian peacekeeping missions. It is reported by RBC.

If the law is adopted, it will be possible to include conscripts in missions on a voluntary basis.

The draft law proposes to amend the federal law “On the procedure for the provision by the Russian Federation of military and civilian personnel for participation in activities to maintain or restore international peace and security.”

Now article 8 of this law establishes that the military serving under the contract can participate in peacekeeping missions on a voluntary basis. The amendments proposed by the Ministry of Defense remove the condition on contract military service from the text of the law, that is, they extend the law to all categories of military personnel.

The current version also states that the military will have to undergo preliminary special training. This rule does not change.

The action of the new procedure for recruiting peacekeeping missions is proposed to be extended to legal relations that have arisen since August 15, 2022.

The explanatory note says that the adoption of the law will allow Russia “to expand its ability to attract military personnel sent to participate in peacekeeping activities.”

Deputy Defense Minister Nikolai Pankov took part in the discussion of the bill in the State Duma. Answering the question about whether the terms of preliminary special training for contract soldiers and conscripts will differ, he said that they are “approximately the same for all categories of military personnel.” Preparation, according to Pankov, takes place in two stages.
