One of the conditions for the exit of “unfriendly” non-residents from Russian assets, along with a significant discount, should now be a voluntary contribution to the budget. It is reported by Interfax.
According to the agency, a subcommittee of the government commission on foreign investment control also found that at a discount of more than 90%, the contribution is at least 10% of the asset’s market value. The subcommittee has the right to authorize transactions with “unfriendly” residents, on the implementation of which the Russian authorities imposed restrictions in the spring of 2022 in response to anti-Russian sanctions, as well as to agree on the terms of the relevant agreements.
At the end of last year, the subcommittee named a number of conditions that should be applied when issuing permits for the alienation of Russian assets by persons associated with “unfriendly” states. This is, in particular, a discount to an independent assessment of the market value of the asset in the amount of at least 50%, the availability of payment by installments for one or two years. In addition, along with these conditions or instead of them (the document said “and / or”), a voluntary contribution to the budget of at least 10% of the transaction amount could be provided.
Now the subcommittee has adjusted the conditions: the “and/or” mode is cancelled. To withdraw from Russian assets, “unfriendly” foreigners will have to pay a contribution to the Russian budget.
