That the former members of the Government and the Assembly, guilty of the suspension of the state contribution that IESS received, be deprived of all money, property… for the benefit of social security, in payment for all the years that the institution did not receive these funds; to oblige them to cancel this money so that at the same time IESS would pay the debts owed to them to the private health centers. Force and punish, also, employers who do not pay IESS the membership fee of their employees. Likewise, confiscate all accounts of money, property, officials, former officials, top people, people who stole from the Ecuadorian Social Security Institute, since it is money from its subsidiaries and its pensioners.

Let’s start looking for the causes in order to correct them and not return to the problem: 1.- IESS has always been a pittance for governments. 2.- Correa withdrew the government’s contribution by amending the Constitution, claiming that this fund had a surplus.

In doing so, long-term solutions must be sought. What should be done at this moment to prevent it from collapsing in the short term?: 1.- Complete a joint review of the IESS and the Ministry of Labour, check whether all small and medium-sized enterprises and large companies respect the membership of the IESS of all employees with their real incomes. This is intended to increase the ratio of members per pensioner, which today is 6 to 1, since for now it is the other way around, the % of pensioners is increasing, and the % of members is decreasing, thus increasing the deficit of this fund. Small and medium-sized entrepreneurs mostly informally employ illegal citizens and foreigners, precisely in order not to enroll them in the IESS.
