Municipality issued more than 14,000 fines for beak and plate during 2022

During 2022, 14,093 sanctions were issued for violating the pico and license plate vehicle restriction measure. In Quito, the traffic limitation hours are from 06:00 to 09:30 and from 16:00 to 21:00, Monday through Friday, according to the last digit of the license plate.

The Metropolitan Transit Agency (AMT) reported that, of the total number of drivers, 13,668 were penalized for the first time and 425 were repeat offenders.

Fines for violating the measure are $67.50 for the first time, $112.50 for the second time, and $225.00 if the driver repeats the offense for the third or more times.

This measure was resumed in 2021, after the COVID-19 pandemic. The purpose is to reduce the vehicular load in the city, pollution by gas emissions and noise from the vehicle fleet.

However, the capital has roads where before, during and after the vehicle restriction there is high traffic congestion.

Drivers have indicated that there is no rush hour at these points, since the concentration of vehicles remains throughout the day.

The municipal authorities ordered that the AMT carry out counterflows, in the morning and afternoon, depending on the entry and exit of the majority of vehicles to the capital’s hypercenter.

What to do to release a vehicle with a beak and license plate?

• Enter http://servicios.amt.gob.ec/web/ordenesPago/, generate the payment order and cancel.
• 2 copies and original of the payment of the administrative sanction.
• 2 copies and original of the vehicle registration.
• 2 copies and original of the owner’s identity card; in case of being a company, the RUC and the appointment of the manager.
• If the release is carried out by a third person, you must present a duly notarized power of attorney or the purchase contract.

License plate restriction is two digits per day

The motorcycles are also part of the restriction; for it the last number before the final letter of the plate will be taken into account.

Parking lot

The Metropolitan Mobility and Public Works Company (Epmmop) reactivated the edge parking lots for people who wish to leave their vehicles. They work from 04:00 to 22:00. The service is free of charge; the only requirement is that the license plate of the car matches the vehicle restriction.

There are three public parking lots with a capacity of 460 seats:

• The County, located on Camilo Guachamín and La Esperanza streets. It has 150 spaces.
• cuscungo, located on the General Rumiñahui highway. It has 150 places.
• zambiza, on the avenue of Las Palmeras and El Inca. It has 160 parking spaces. (YO)
